Dr Ramos Mabugu 

RRP Director

Ramos Mabugu holds a PhD in Economics from Gothenburg University, Sweden. His work at the Financial and Fiscal Commission focuses mainly on developing ‘state of the art’ macroeconomic frameworks used to assess the necessary macro-micro links of public policy in order to better understand issues of poverty, equity, growth and macro dynamics. Ramos’s research interests are in the areas of economic modelling, including the application of computable general equilibrium (CGE) models.

Dr Hammed Amusa 

Program Manager: Macroeconomics and Public Finance Unit

Hammed Amusa holds a PhD in Economics from Northern Illinois University in the USA. His work at the Financial and Fiscal Commission focuses mainly on using quantitative tools to understand the impacts of public finance policies, especially those related to intergovernmental fiscal relations. Hammed's research interests are in understanding the political economy of resource redistribution, and the impact of public policies.

Ghalieb Dawood

Program Manager:  Provincial Budget Analysis Unit

Ghalieb Dawood holds an Msc in Economics from the University of Cape Town. His work at the Financial and Fiscal Commission focuses mainly on budget analysis, division of revenue and fiscal frameworks, provincial government and costing. Ghalieb’s current research interests are in the areas of food security, public transport and funding of child welfare services.

Simon Motlatsi Maluleka

Program Manager: Data and Information Unit

Simon Motlatsi Maluleka holds a Master’s Degree in Business Information Systems from Tshwane University of Technology. His work at the Financial and Fiscal Commission focuses on the development, gathering and implementation of data information and systems support to facilitate ICT management for the research unit. Simon’s research interest are in the area of Cloud Computing in the South African (SA) government.

Dr Mkhululi Ncube

Program Manager:  Local Government Unit

Mkhululi Ncube holds a PhD in Economics from Gothenburg University, Sweden. His work at the Financial and Fiscal Commission focuses mainly on climate change and fiscal policies, local government budget analysis and gender budgeting. Mkhululi’s research interests are in the areas of local economic development and sustainable resource use in urban spaces.

Program Manager: Intergovernmental Fiscal Relations

Thembie Ntshakala holds a PHD in Public Administration from University of KwaZulu-Natal (UKZN). Her work at the Financial and Fiscal Commission focuses mainly on Intergovernmental Fiscal and Financial Relations issues. Thembie’s research interests are in the areas of public sector performance, integrated planning and addressing rural spatial dislocation.

Sasha Peters

Program Manager: National Budget Analysis Unit

Sasha Peters holds an MPhil in Public Policy from the University of Cape Town. Her work at the Financial and Fiscal Commission mainly focuses on municipal debt, service delivery arrangements and local government capacity in South Africa. Sasha’s research interests are in understanding the institutional dimension of government policies and factors hampering municipal performance.

Eddie Rakabe holds a Master’s Degree in Economic Development from the University of Johannesburg. His work at the Financial and Fiscal Commission focuses mainly on effective institutions, public expenditure management and optimisation, education and health policy reforms and public subsidy assessments. Eddie’s research interests are in the areas of low income markets, second economy activities and making markets work for the poor.

Nomonde’s research interests are in the areas of disaster risk management and environment, public finance and the socio- economic issues.

Thando Ngozo holds a Masters degree in International Economics and Public Policy from the Cardiff University in the United Kingdom and an MBA from Milpark Business School. His work at the Financial and Fiscal Commission focuses mainly on macroeconomic analysis, provincial government budget analysis, taxation issues and fiscal decentralisation. Thando’s research interests are in the areas of development finance, taxation policy, domestic resource mobilisation and economic development.

Poppie Ntaka holds an Mcomm in Economics from the University of Stellenbosch and an MA in Development Economics from the University of Gottingen, Germany. Her work at the Financial and Fiscal Commission mainly focuses on national budget analysis and issues that relate to economic development. Poppie has also done research on the role of state institutions and public employment programmes in rural development. Her research interests are in the areas of social policy and the economics of education.
